{"id":5536,"date":"2024-07-22T15:34:00","date_gmt":"2024-07-22T13:34:00","guid":{"rendered":"https:\/\/bdva.eu\/docs\/bdva-strategic-agenda-2024\/iii-2-expanding-data-driven-ecosystems-across-sectors-and-global-value-chains\/iii-c-opportunities-priorities-and-roadmap\/"},"modified":"2024-08-02T16:59:03","modified_gmt":"2024-08-02T14:59:03","slug":"iii-c-opportunities-and-priorities","status":"publish","type":"docs","link":"https:\/\/bdva.eu\/docs\/bdva-strategic-agenda-2024\/iii-2-expanding-data-driven-ecosystems-across-sectors-and-global-value-chains\/iii-c-opportunities-and-priorities\/","title":{"rendered":"III.c Opportunities and priorities"},"content":{"rendered":"<h3><\/h3>\n<h3>Opportunities<\/h3>\n<ul>\n<li>The EU has <strong>invested in the last few years<\/strong> (and will do so in the years to come) in data-driven ecosystems, technologies and instruments to scale at the European level and beyond (including computing infrastructures, data infrastructure, data spaces, computing continuum, AI, advanced digital skills and experimentation facilities). This scenario provides the firm foundations over which, based on the federation of the different resources, to build a strong data ecosystem, where the seamless exchange of data is facilitated, enriched and exploited at the EU level, unleashing the full value of data and increasing competitiveness of European industry.<\/li>\n<li>On top of public investments, several <strong>relevant private associations<\/strong> are working on the direction of developing solutions, frameworks, specifications and de-facto standards to scale those ecosystems, some of them joining forces (BDVA, FIWARE, Gaia-X, IDSA in the DSBA) to converge on a common basis to build data spaces, extract value from data and establish bridges with other regions worldwide.<\/li>\n<li>During the last few years, the EU has put in place a <strong>whole regulatory framework around the EU data economy<\/strong>, which represents a unique opportunity to develop data-driven ecosystems according to European values like trust, fairness, privacy, etc., providing the right ingredients to create fair data value chains and to unlock use and reuse of data in the EU (including also regulation for specific sectors such as European Health Data Space Regulation<a href=\"#_ftn1\" name=\"_ftnref1\">[1]<\/a> or Financial Data Access regulation<a href=\"#_ftn2\" name=\"_ftnref2\">[2]<\/a>).<\/li>\n<li>Relevant efforts have been made to set up <strong>testing and experimentation environments<\/strong> for AI solutions. To extend experimentation to data ecosystems, include this capacity as part of data spaces and include the relevant stakeholders (i-Spaces, EDIHs, \u2026) which represent a great opportunity to foster data-driven innovation and facilitate onboarding and adoption of these ecosystems and solutions.<\/li>\n<li><strong>Other instruments<\/strong> conceived under the Digital Europe Programme, Digital Decade Programme, multi-country projects, EDICs, IPCEI, \u2026 also represent excellent opportunities to scale and provide sustainability to these ecosystems, as long as they are aligned with their needs and in their way forward.<\/li>\n<li>Several <strong>member states<\/strong> are investing in <strong>industrial data ecosystem<\/strong> initiatives (e.g., Manufacturing-X Germany, X-road Estonia), while more initiatives are appearing at the national level (Belgian Data Spaces Alliance, Centre of Excellence for Data Sharing and Cloud NL, Data Space Alliance Finland) pursuing similar objectives but considering local needs and specificities. They can provide the capillarity required for such a federation to be deeply rooted at the national level.<\/li>\n<li>The <strong>DSSC<\/strong> plays a key role in implementing the European Data Strategy, supporting the creation of EU common data spaces, by collecting requirements and providing guidelines and recommendations. Given its privileged position, DSSC represents a key instrument to identify the most prominent challenges from the data community to achieve a whole European data-driven ecosystem and to propose recommendations in the way forward<a href=\"#_ftn3\" name=\"_ftnref3\">[3]<\/a>.The existence of a <strong>strong EU ecosystem around open data<\/strong>, built during the last decade for the use and re-use of data in many different domains (public sector, research, satellite, language) and around different communities, platforms and infrastructures, among others the European Data Portal<a href=\"#_ftn4\" name=\"_ftnref4\">[4]<\/a>, European Open Science Cloud (EOSC<a href=\"#_ftn5\" name=\"_ftnref5\">[5]<\/a>), Copernicus programme and its Open Access Hub<a href=\"#_ftn6\" name=\"_ftnref6\">[6]<\/a>, and the framework of the Open Data Directive and projects funded under its scope for the use of high-value datasets.<\/li>\n<li>In recent years, the EU has focused extensively on <strong>personal data<\/strong>, investing in various initiatives within different work programmes. These efforts have led to the development of knowledge and solutions, such as tools and data platforms, that help individuals understand the value of their data and how to share it while maintaining privacy and ensuring data protection. This has been supported by significant regulations, such as the GDPR, creating a comprehensive framework that positions the EU as a leader in personal data management and protection.<\/li>\n<\/ul>\n<h3>Priorities at EU level<\/h3>\n<ul>\n<li>Leverage the full potential of EU data spaces and other instruments by federating them in a single EU data-driven ecosystem that fully unleashes the power of data to create value along and across value chains and contribute to European industry competitiveness. For example, leverage the high investment that Europe will make in AI Factories (2,3 B\u20ac) to address specific actions needed to integrate AI factories in the federated European data ecosystem.<\/li>\n<li>Invest in facilitating the onboarding and adoption of users (public, industry, research, individuals) in existing and new data-driven federated ecosystems, creating awareness, lowering barriers, offering the appropriate tools and services and providing the required skills- Include specific incentives for data-driven experimentation services and environments, as a critical step to test data-driven solutions before going to the market and ensure the appropriate scaling up.<\/li>\n<li>Provide a common governance and trust framework that, in addition to individual ecosystems, includes a coherent set of common rules to govern how they interact, share resources, exchange data in a trusted way and jointly manage participants.<\/li>\n<li>Define appropriate training programmes to educate people and workforces on the design, implementation, interconnection, deployment and operation of data ecosystems, considering technical, business, legal and governance aspects.<\/li>\n<li>Support activities to enhance value creation within data spaces and the whole EU data-driven ecosystem, including novel data-driven business models, innovative uses of data, and the development of new services and applications.<\/li>\n<li>Establish strategic connections with similar programs in other global regions to broaden the reach of EU initiatives. This will facilitate the exchange of best practices, foster international collaboration, and create a more integrated global data-driven ecosystem.<\/li>\n<li>Extend existing standards at the global level or create new ones to cope with specificities of data sharing and data spaces, focusing on those aspects that facilitate the connection of ecosystems and the scaling up.<\/li>\n<li>Extend data protection, data privacy and data quality mechanisms to the whole data-driven ecosystem, addressing end-to-end efficiency and performance.<\/li>\n<li>Move towards an integration of AI, data and computing ecosystems, fostering synergies between them that ensure extensive data sharing and increased data-driven value.<\/li>\n<li>Keep investing and developing a strong semantic interoperability community and framework.<\/li>\n<\/ul>\n<h3>Priorities for BDVA<\/h3>\n<ul>\n<li><strong><em>Identify and bring together initiatives<\/em><\/strong> that can eventually be federated and continue existing or open new dialogues about existing barriers and potential benefits. Contribute to the definition of a plan to achieve this.<\/li>\n<li>Contribute to setting up the foundations and defining the process to <strong><em>connect AI Factories to European Data Ecosystems<\/em><\/strong>.<\/li>\n<li>Keep <strong><em>interoperability at the centre of BDVA activities<\/em><\/strong> and objectives, giving special emphasis in the upcoming years to semantic interoperability, inter-data spaces interoperability, interoperability of data spaces with other data ecosystems (including data platforms), interoperability of digital platforms and ecosystems, integration of European Interoperability Framework in BDVA activities, and legal and governance interoperability.<\/li>\n<li>Strengthen the <strong>interplay between data and AI<\/strong> to identify specific AI requirement<strong>s<\/strong> for data spaces and the best way to address them. Leverage the strong role and the work in DSSC in collaboration with BDVA.<\/li>\n<li>Focus on studying <strong><em>AI for data management, operations and knowledge engineering<\/em><\/strong> in data spaces (e.g., considering AI-powered data discovery, LLMs for semantic interoperability, AI-enabled contract management, etc.)<\/li>\n<li>Further development of <strong>BDVA i-Spaces as the ideal instrument<\/strong> to (i) support the development of data-driven ecosystems and their connection at regional\/national levels, (ii) foster the adoption, onboarding, and use, (iii) provide testing and experimentation environments, (iv) provide SMEs, start-ups and small actors access to these ecosystems (\u201caccess-as-a-service\u201d paradigm\u201d), and act as intermediaries (on its different meanings, etc ..), (v) support the implementation of \u201cdata intermediaries\u201d role, as per definition in the Data Governance Act, (vi) provide use cases, co-define data-driven business models, and (vii) provide the right upskilling and training programmes.<\/li>\n<li>Strengthen the presence and participation of BDVA, members, projects and the whole community in <strong>relevant standardisation bodies. <\/strong>Follow a collaborative approach that leverages the different memberships and liaisons with those SDOs to produce more robust and relevant joint contributions to meetings and standardisations activities.<\/li>\n<li><strong><em>Extend data protection<\/em><\/strong> to the connection of ecosystems (\u201cprotection interoperability\u201d and \u201cend-to-end data protection\u201d) and consider new threats resulting from new AI algorithms and computing techniques. Include a holistic view of data spaces and data-driven ecosystems, considering the infrastructure\u2019s resilience.<\/li>\n<li>Evaluate the existence of solutions and standards to address <strong>provenance, traceability and lineage<\/strong>, and explore new technologies like DLT for secure and transparent government transactions and record-keeping. Link those aspects with data quality and the concept of data product. Identify and bring together projects working on this aspect.<\/li>\n<li>Create a dedicated expert group to study the concept <strong>of data product<\/strong> from technical, business and legal perspectives, how it is considered in different industrial sectors and from different domains (individual organizations, data mesh, data spaces, \u2026), and how it can be seen as a key element to support interconnection between data driven ecosystems, packaging in a consumable way info about provenance, data quality, descriptions, and policies.<\/li>\n<li>Evolve the work on <strong><em>data quality<\/em><\/strong>, taking the BDVA discussion paper \u201cElevating Data Quality A Paradigm Shift for Data Spaces and AI Needs\u201d\u00a0 as a starting point, and further explore, based on current trends, developments and insights, the paths to follow to continuation the discussion, going deeper on specific topics already covered in the paper (data quality in data products\/business view, quality and fitness for purpose, data quality in data spaces, data quality on AI), and incorporating new ones (FAIR principles, data quality of synthetic data, provenance\/ records\/certification of data quality, data observability, data quality in specific domains and sectors \u2026) that could define the framework of data quality for the future.<\/li>\n<li>Explore the possibilities of data spaces as an environment to govern <strong><em>synthetically generated data<\/em><\/strong>, ensuring the standardised labelling of synthetically generated data and the appropriate metrics to measure their quality.<\/li>\n<li>Leverage promising outcomes of research and innovation projects for the Common European Data Spaces.
