{"id":5527,"date":"2024-07-22T15:28:10","date_gmt":"2024-07-22T13:28:10","guid":{"rendered":"https:\/\/bdva.eu\/docs\/bdva-strategic-agenda-2024\/ii-empowering-european-industries-and-societies-for-a-human-centric-digital-future\/ii-b-challenges\/"},"modified":"2024-08-02T16:24:16","modified_gmt":"2024-08-02T14:24:16","slug":"ii-b-challenges","status":"publish","type":"docs","link":"https:\/\/bdva.eu\/docs\/bdva-strategic-agenda-2024\/ii-empowering-european-industries-and-societies-for-a-human-centric-digital-future\/ii-b-challenges\/","title":{"rendered":"II.b Challenges"},"content":{"rendered":"<ul>\n<li>An overarching challenge is to <strong><em>drive the impact of digitalisation on society<\/em><\/strong> towards maximising its benefits, like increased access to information, new economic opportunities, advances in innovation, improved quality of life, new jobs, and industry competitiveness, while mitigating adverse effects, like the digital divide, privacy and security concerns, inequality, health issues (mental and physical), isolation, misinformation, and displacement of traditional jobs.<\/li>\n<li><strong><em>Reduce the digital divide<\/em><\/strong> and increase the rate of digitalisation, making access to modern ICT technology more equal among different demographic groups and regions (developed and developing countries, urban and rural areas, young and old, literate and less educated, men and women), and considering the level of skills needed to take advantage of those technologies.<\/li>\n<li><strong><em>Increase advanced digital skills, <\/em><\/strong>addressing the shortage of ICT professionals, and bridge the gap between academia and industry. In this regard, the EC has already identified this trend as part of the European Digital Decade<a href=\"#_ftn1\" name=\"_ftnref1\">[1]<\/a> policy programme, with the objective of achieving up to 20M ICT specialists, gender convergence, and at least 80% of the population with basic digital skills in 2030.<\/li>\n<li>A straightforward approach to <strong><em>incorporating ICT technologies in education<\/em><\/strong>, navigating between advantages that they introduce (flexibility and autonomy, critical thinking, collaborative work, motivation and new learning methods) and adverse effects (less concentration and attention, false information, possibilities to cheat, less human contact), while keeping traditional skills (read, write, \u2026) as a critical component.<\/li>\n<li>Ensure that ICT and disruptive technologies increase<strong><em> EU industry competitiveness<\/em><\/strong> (including SMEs and start-ups).<\/li>\n<li><strong><em>Get the industry onboard the different ongoing discussions on new technologies<\/em><\/strong>, so to understand their needs and identify specificities. For example, AI models can reduce the need for new models and allow for the focus on industrial-driven AI models aimed at specific sectors and pre-trained models for particular purposes.<\/li>\n<li><strong><em>Challenges and risks associated with GenAI include<\/em><\/strong> bias, privacy, protection, security, hallucinations, computational resources, integration with other ecosystems (see BDVA Strategic Theme 2), IPR issues, regulatory compliance, ethical considerations and misinformation. Specifically, <strong><em>hallucinations<\/em><\/strong> in GenAI and AI-powered LLMs pose a significant challenge that affects the quality of the provided information and the lack of trust in those systems, which might have ethical implications and security risks.<\/li>\n<li>Reinforce the concept of <strong><em>ethical AI<\/em><\/strong>, consistent with EU principles, ensuring that it benefits society while minimising harm, including fairness, transparency, privacy, and accountability (see BDVA Strategic Theme 5).<\/li>\n<li><strong><em>Synthetic data<\/em><\/strong> provides a way to address the scarcity of data and produces valuable data that is more suitable to the specific intended purpose. However, it also poses many unsolved challenges like the low quality of data (from different perspectives), IPR, liability (who is responsible in the case of flows that lead to wrong results), risk of identification (in the case of data generated from personal data), and collapse of large models trained with them.<\/li>\n<li>In general, <strong><em>disruptive technologies and applications<\/em><\/strong> present many <strong><em>challenges<\/em><\/strong> associated with the many advantages that they are bringing (e.g., DTs still have to cope with data availability, complexity of the systems, accuracy, scalability, and integration with other systems, autonomous cars with technology failures, legal, ethical, and liability issues).<\/li>\n<li>As a specific example, <strong><em>virtual worlds<\/em><\/strong> open many new possibilities that we can benefit from in multiple aspects of our lives, such as working, learning, playing, buying, and in different domains like health, tourism, media, manufacturing, and education. However, they also bring several challenges<a href=\"#_ftn2\" name=\"_ftnref2\">[2]<\/a>: societal, technical, economic, legal, governance, and policy.<\/li>\n<li><strong><em>Disappointment <\/em><\/strong>in some areas that \u201chype\u201d promises not according to results. The initial hype can create unrealistic expectations, leading to disappointment when the technologies do not deliver immediate or widespread transformation.<\/li>\n<li><strong><em>Resistance<\/em><\/strong> from different industry sectors and professionals to adopt and embrace new solutions\u2014public acceptance (trust from citizens, society at large).<\/li>\n<li><strong><em>There is a need for regulation to follow the pace<\/em><\/strong> of innovation and industry.<\/li>\n<\/ul>\n<p>The <strong><em>unpredictability of the global business context<\/em><\/strong> can also impact the development and use of disruptive technologies: geopolitical instability, economic volatility, regulatory changes, increasing inward-looking and voluntary isolation of countries and regions, market dynamics, climate change, unexpected health issues make it challenging to predict even the near future and make plans and strategies.<\/p>\n<p><a href=\"#_ftnref1\" name=\"_ftn1\">[1]<\/a> <a href=\"https:\/\/digital-strategy.ec.europa.eu\/en\/policies\/europes-digital-decade\">https:\/\/digital-strategy.ec.europa.eu\/en\/policies\/europes-digital-decade<\/a><\/p>\n<p><a href=\"#_ftnref2\" name=\"_ftn2\">[2]<\/a> <a href=\"https:\/\/publications.jrc.ec.europa.eu\/repository\/handle\/JRC137123\">https:\/\/publications.jrc.ec.europa.eu\/repository\/handle\/JRC137123<\/a><\/p>\n<p>&nbsp;<\/p>\n","protected":false},"featured_media":0,"parent":5509,"menu_order":1,"comment_status":"open","ping_status":"closed","template":"","doc_tag":[],"class_list":["post-5527","docs","type-docs","status-publish","hentry"],"acf":[],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v26.9 -
